In the wake of recent tragic events that have shaken our world, we, the dedicated actors within the global technological ecosystem, come together to proclaim our shared mission: to champion unity, responsibility, and human progress at the heart of every innovation.

Le projet de monorail d'Alger : Complémentarité et vision intégrée avec Djisr El Djazair

مشروع المونوريل في الجزائر: رؤية متكاملة مع جسر الجزائر (اقرأ أدناه المقال باللغة العربية)

En tant qu'initiateurs du projet Djisr El Djazair, nous avons pris connaissance de l'annonce récente concernant le projet de monorail pour la capitale et sommes favorables à cette idée. Ce projet viendra compléter et renforcer notre plan de mobilité générale que nous proposons pour Alger depuis 2017 à travers la matrice urbaine Algiers20xx.

Pour rappel, le projet Djisr El Djazair prévoit un monorail suspendu à la partie inférieure du pont à deux bras de 21 km de long enjambant la baie d'Alger. La partie supérieure quant à elle intègrera une autoroute à 2x3 voies, un tramway à 2 voies dans la partie centrale et, en périphérie du viaduc, des pistes cyclables et piétonnes ainsi que des espaces verts et de détente.

L'objectif pour nous, à terme, est celui de relier et connecter efficacement le sud-ouest de la capitale (Zeralda, Sidi Abdallah), au nord-est de celle-ci (Rouiba/Lac de Reghaia), sur un rayon de 25 km en intégrant la baie comme territoire urbain à part entière.

Un article récent paru dans la presse nationale soulève la problématique des embouteillages à Alger et met en avant l'idée d'implémenter un système de transport guidé : le monorail.
Le ministre de l'Intérieur a mentionné ce projet lors d'une rencontre avec la presse, en précisant qu'il demeure encore à l'étape de réflexion.

Cette infrastructure de monorail s'intègre parfaitement dans notre vision stratégique à long terme, Algiers20xx, qui inclut la baie d'Alger comme élément clé du développement de la capitale.

Notre projet inclut également des îles flottantes qui offrent des espaces dédiés aux loisirs, au tourisme, aux activités sportives et culturelles, tout en profitant d'une vue panoramique exceptionnelle sur la ville. De plus, ces espaces contribueront à la production d'énergies propres et renouvelables, à la régénération de la faune et la flore sous-marine de la baie, et au filtrage de son eau. Ceci sera réalisé en exploitant les parties immergées des plateformes géantes ainsi que le viaduc lui-même (y compris ses fondations), qui sera non seulement autosuffisant en énergie, mais également une source de production d'énergie.

Le projet Djisr El Djazair favorisera également la création et l'émergence d'un nouveau pôle d'attractivité, un centre urbain ultramoderne et connecté, New Dzair City, situé à l'est de la capitale, autour du lac de Reghaia. En traversant la baie, ce centre bénéficiera d'un accès direct et rapide depuis la zone ouest actuelle de la capitale, ce qui permettra une répartition harmonieuse de l'urbanisation et des activités économiques.

Le monorail, en complément des autres modes de transport proposés dans notre projet Djisr El Djazair, pourrait améliorer significativement la mobilité des citoyens d'Alger. En désengorgeant la capitale, il favoriserait la création d'un maillage urbain cohérent et intégré, permettant aux Algérois de profiter pleinement des avantages offerts par notre vision stratégique.

Nous sommes convaincus que la mise en œuvre du projet de monorail, en synergie avec les autres infrastructures de transport et d'aménagement que nous avons proposées dans Djisr El Djazair, contribuera à transformer Alger en une métropole moderne, durable et attractive. En tant qu'architectes, urbanistes et initiateurs de la vision Djisr El Djazair, nous sommes fiers de participer activement à l'amélioration de la vie urbaine et à la promotion d'un développement urbain responsable à Alger.

كمبادرين لمشروع جسر الجزائر، لاحظنا الإعلان الأخير حول مشروع المونوريل للعاصمة ونؤيد هذه الفكرة. يأتي هذا المشروع ليكمل ويعزز خطتنا العامة للتنقل التي نقترحها للجزائر منذ عام 2017 من خلال مصفوفة المدينة Algiers20xx.
تذكيرًا بأن مشروع جسر الجزائر يتضمن مونوريل معلق على الجزء السفلي من الجسر ذو الذراعين بطول 21 كم يمتد فوق خليج الجزائر. أما الجزء العلوي فسيتضمن طريق سريع (2x3 مسار) وترام ذو مسارين في الجزء الأوسط ومسارات للدراجات والمشاة بالإضافة إلى مساحات خضراء وللاسترخاء على طول الجسر.

ظهر مقال حديث في الصحافة الوطنية يتناول مشكلة الاختناقات المرورية في الجزائر ويسلط الضوء على فكرة تطبيق نظام نقل موجّه: المونوريل. ذكر وزير الداخلية هذا المشروع خلال لقاء مع الصحافة، موضحًا أنه لا يزال في مرحلة التفكير.

Introduction
On the occasion of this special day dedicated to the struggle for women's rights around the world, we would like to pay tribute to a great lady of architecture, Phyllis Lambert.
Phyllis, la "Jeanne d'Architecture", is no longer to be introduced. She dedicated her life to the profession and we will obviously remember her commitment to the promotion of architecture and heritage through the renowned CCA (Canadian Centre for Architecture) that she founded in 1979. She had previously initiated and actively participated with German architect Ludwig Mies van der Rohe in the design of two famous buildings, the Seagram Building in New York (1958) and the TD Tower in Toronto (1967).
At 94 today, she is still radiant and her eyes shine when it comes to architecture. She crossed the twentieth century to the present day and offers us a precious testimony of this period. I had the honor of meeting her during the Golden Lion award ceremony in Venice during the Biennale directed by Rem Koolhaas, Fundamentals, in 2014.
She did not hesitate for a second to answer our call in order to participate in this project and we are so grateful to her. We are therefore delighted that she answered our questionnaire, which we are publishing here exclusively (see below), and we thank her again for her important contribution in this project and for her very personal testimony.
We have also asked many people and personalities to participate in this project and we will publish their answers as we go along, thanking them for joining us in this "critical journey".
A special thanks to Saskia Sassen who supported us from the beginning and who did not hesitate to embark on this adventure!

Dear Phyllis,

First of all, we hope you are doing well, especially in these difficult and uncertain times.
We would be so delighted and honoured, together with Sihem, to count you among us in this unprecedented experience aimed at producing "Snapshots" on the State(s) of Play and of the Art of Urbanism today.
Indeed, between early 2020 and today alone, we are witnessing an unprecedented sequence in which the way of doing and thinking about urbanism is being reassessed and rewritten before our eyes.
The world has been shaken, turned upside down, in its certainties. Urbanism is not to be outdone.
Questioning (the future of) urbanism, as you do so well throughout your amazing career obviously inspires us so much.
For this project, we are also honoured to have Saskia Sassen.

Below are 17 (critical) questions related to the subject on which we hope to obtain answers from you, both spontaneous and concise, in order to try to fix an image, as faithful as possible to the present time, namely at the end of 2020.
We would also like to take some of your time so that you can express yourself freely on the subject through a short video (1'30 max).

We thus hope to capture, initially and/but instantly, the state of mind of 17 women + 17 men around the world who revolve around the profession, which would allow us to establish a foundation, a basis for reflection, which would (finally) trigger the long-awaited debate for us, the one about "Towards a New Urbanism" that we had already attempted to initiate and mentioned in 2019 during Act-I of this process: La Rencontre d'Alger.

Indeed, almost 100 years after the first CIAM (International Congress of Modern Architecture) which took place in La Sarraz in Switzerland in 1928, it is perhaps time for the profession, for all of us, to start writing a new page for the 21st century.
Our (no more) secret ambition is to make this sequence of events as a turning point in the reflection on the future of Urbanism, which could culminate by 2036, for UN Habitat IV?
As luck would have it, Saskia Sassen, who do us the honor and kindness to take part in this project, have been working and thinking about a "New Charter of Athens" for a while now.
One century later, Algiers (today, even virtually) could be in a way, once again, at the avant-garde and as a starting point of discussions on Urbanism (thinking here of course particularly about Le Corbusier).

Once the answers have been collected (texts + videos), we will turn all this into an online event entitled "State(s) of the Play/Art of Urbanism" that we will share on internet platforms during 2021.

This concerns the videos. Now, on the other hand, we will compile all the short written answers to the 17 questions asked, these "snapshots" precisely, in the form of texts to make a comprehensive synthesis and draw up a general "state of mind" of the profession towards urbanism at the end of 2020 that we will publish on various platforms and specialized magazines (under consideration, all proposals are welcome).

One could imagine several options for following up this initiative, Act-II, between conferences, publications, exhibitions, workshops, which could be retrieved and relayed by schools of architecture and urban planning, specialized media, museums and exhibition galleries, but also public authorities, non-governmental organizations, and so on.

1. What has happened to Urbanism today?
In North America and many European cities urbanism is subject to $ money – the city looks for more taxable income, developers call the shots – program, zoning, and even safety regulations.

2. What will post-2020 Urbanism be like? If you had to extract a single meaning from it, grasp a single faculty?
Unless post 2020 cities change systems of governance, urbanism will be, in essence, the same.

3. Will there really be a significant impact of the COVID-19 pandemic on our cities? Was this the case a century ago with the Spanish flu?
Not comparable. After 1918 the huge death toll was due to WWI, not the Spanish Flue. Above all vast changes were due to the advance in- and acceptance of- industrialization. There is no such background to current pandemic – as with 9/11 it arrived without the implementation of a catastrophic background. The immediate reaction to 9/11 was no more high-rise buildings, never, everywhere. How long did that last! In NY the incapacity to analyze moral causes and to eliminate racism and move towards understanding and creating a center for societal research. Return to NYC usual programming of the capital system of greed and graft spelled for me the downfall of the USA.

4. Are we heading, finally, inexorably towards a new Urbanism? What would be its primary characteristic?
We need to head for new values: human values, democratic process of governance, concern for health and the environment. New zoning would be - hear the birds sing, smell the flowers and adhere to all levels of ecology. Think of how these requirements effect density; building height and volume; air, ground and water pollution, noise pollution, sun penetration, transportation and governance, health, equity…

5. Are today's urban planning tools still relevant? Don't they seem definitively obsolete in the light of technological revolutions, health crises and climate change?
Drastic change is need but in context of the ten commandments of social and ecological goals. Governance must be deeply revised to do so.

6. Will we soon be able to imagine the emergence of a disruptive Urbanism, to borrow this term from the tech world?
We must +.

7. Will big data and artificial intelligence revolutionize the Urbanism of the 21st century?
These tools depend on our approach to governance, and like all tools can be used to improve or destroy.

8. Will it be possible to literally "code" the city in "urban-matic" language? Also by using, sometimes abusing, algorithms?
Yes starting with such mundane needs as regulating traffic which would save effect motive energy and pollution, and congestion and of course improve public transportation.
These tools could regulate such sectors as street cleaning snow removal, create needed inventories, housing needs and occupation.

9. Will the city be able to learn by and from itself through a kind of "Deep-Urban-Learning"?
It can self-correct WHEN programmed to do so. What really needs to be deeply changed is governance, first the “what”, and then these tools can deal with much of the “how”.

10. Is the development of an "urban matrix" now essential to "decode", understand and better apprehend the metropolis and its development?
Yes as implied above.

11. Will the Architect still have a place of choice in the design of the City?
There are good and bad architects.
Good architects are like orchestra conductors, aware of what all instruments can do, have the skills of consultation and able to identify the quality of services needed.


12. Will the Architect be phagocytized by the upcoming programmer/coder Urbanist?
If he becomes bureaucratized and not needed in Cedric Price’s terms, yes.

13. Who will save the Architect? Should he be saved?
But architects are needed with their ability to understand and interrelate many disciplines and constantly search for what is needed. No one can act alone.

14. Would the Athens Charter have made sense today?
Technology is not the goal. The Charter’s social goals were never developed, and ignored in North America. A Charter today must develop the social goals of society.

15. Is an urban Manifesto still possible, desirable?
It is always important – essential – to have common goals. These will change over time.

16. What Urbanism for Mars? More generally, what place for urbanism in terraforming, including on earth (Antarctica, Sahara,...)? Haven't we fallen behind on this?
To understand, to identify, research, find solutions including basic human needs, apply the tools of science and technology to the focus on local and world ecology.

17. How do you (fore)see 20xx?
Hearing the birds, smelling the flowers and applying the rules of ecology.

Un retour « à la normale », comme nous l’entendons dire ça et là, serait une ineptie à l’ère post-Covid19. Nous pensons que l’urbanisme sera au cœur même du processus de réinvention de nos métropoles, de la façon de (re)vivre la ville. Un nouvel urbanisme que nous prônions déjà lors de La Rencontre d’Alger en 2019.
A return to "normal", as we hear it said here and there, would be nonsense in the post-Covid era. We believe that urban planning will be at the very heart of the process of reinventing our metropolises, the way of (re)living the city. A new urban planning that we were already advocating at The Algiers Meeting in 2019.

Alors que les visages s’effacent peu à peu derrière les masques, une étude récente publiée dans la revue Science par des chercheurs de l’université de Harvard estime que la « poignée de main » ne serait pas de retour avant 2022. Par ailleurs, selon de nouvelles données des Nations Unies, deux personnes sur trois habiteront dans des villes d’ici 2050. Dès lors, lorsque surviendraient de telles situations paradoxales où la distanciation sociale serait imposée de fait dans les grandes métropoles, imaginez les répercussions incalculables sur celles-ci. Situations inédites mais amenées à être encore plus fréquentes dans un futur proche. Des événements majeurs auxquels nous ne sommes absolument pas préparés aujourd’hui se conjugueraient ainsi, de plus en plus, demain.

So when such paradoxical situations arise where social distancing would be de facto imposed in large cities, imagine the incalculable repercussions on them. Situations that have never been seen before, but which are set to become even more frequent in the near future. Major events for which we are absolutely unprepared today would thus increasingly combine tomorrow.

Pour les architectes que nous sommes, la ville a de tous temps été pour nous synonyme de réceptacles (urbain, socio-économique, politique,…) pour les populations qui les ont occupées. La ville nous a restitués ainsi régulièrement au fil de l’histoire des « instantanés » fidèles de la société. Son existence même est conditionnée par cette dualité synchrone (pas nécessairement harmonieuse) entre l’espace et l’habitant. Elle en devient ainsi le reflet par excellence de toutes les civilisations passées et probablement futures.
For us architects, the city has always been synonymous with receptacles (urban, socio-economic, political, ...) for the populations that have occupied them. Throughout history, the city has regularly provided us with faithful "snapshots" of society. Its very existence is conditioned by this synchronous (not necessarily harmonious) duality between the space and the inhabitant. It thus becomes the reflection par excellence of all past and probably future civilizations.

La ville a de tout temps été aussi éprouvée, malmenée, bouleversée par les guerres, les révolutions, les épidémies mais aussi excitée et boostée par les avancées scientifiques et le progrès technologique. Cette mise à l’épreuve permanente à travers les siècles a fini par se parfaire en une science complexe et un art à part entière, bien au-delà de l’architecture : l’urbanisme.
The city has always been tried, battered and upset by wars, revolutions and epidemics, but it has also been excited and boosted by scientific and technological progress. This constant testing over the centuries has finally been perfected into a complex science and an art in its own right, far beyond architecture: urbanism.

De prime abord, nous admettons défendre ouvertement la densité dans la métropole. Nous ne croyons pas à la dé-densification pour la simple raison que dans trente ans, les deux tiers de la population mondiale seront urbaines. Nous préférons donc anticiper le phénomène en l’accompagnant plutôt que de le subir, souvent violemment, de façon frontale. En revanche nous croyons en la mixité urbaine et en la flexibilité spatiale, à toutes les échelles de la ville. Nous devrions être en mesure de concevoir des entités urbaines capables de se régénérer de par elles-mêmes, d’absorber la croissance démographique, les flux des populations et de s’adapter aux situations d’urgence, aux changements politiques et/ou aux catastrophes naturelles.
At first glance, we admit to openly defending density in the metropolis. We do not believe in de-densification for the simple reason that in thirty years' time, two-thirds of the world's population will be urban. We therefore prefer to anticipate the phenomenon by accompanying it rather than suffering it, often violently, head-on. On the other hand, we believe in urban mixing and spatial flexibility at all city scales. We should be able to design urban entities capable of regenerating by themselves, absorbing population growth, population flows and adapting to emergencies, political changes and/or natural disasters.

Cependant, cet urbanisme que nous connaissons depuis la moitié du XXe siècle semble dépassé tout à coup par l’accélération délivrée par la troisième révolution industrielle, et, désormais, la quatrième en cours. Les outils et instruments régissant cet urbanisme ont peu, ou pas, évolué à tel point qu’ils nous apparaissent totalement obsolètes aujourd’hui. Ce sentiment est accentué par la crise sanitaire que nous vivons actuellement à travers le monde, celle du coronavirus, qui vient ébranler davantage nos certitudes.
Par ailleurs, la société se transforme toujours plus vite et la « synchronisation » autrefois évidente et équilibrée entre la ville et sa population semble maintenant désuète. C’était là encore le sujet de La Rencontre d’Alger que nous avions organisée avec des architectes, urbanistes et experts internationaux afin de discuter de la nécessité d’aller vers un nouvel urbanisme. Nous avions intitulé l’événement : Vers un (Nouvel) Urbanisme Disruptif ? – (Disruptif : terme emprunté à l’univers de la technologie, à entendre ici dans le sens Urbanisme de rupture).
However, this urban planning that we have known since the mid-twentieth century seems suddenly overtaken by the acceleration delivered by the third industrial revolution, and now the fourth in progress. The tools and instruments governing this urban planning have evolved little, if at all, to the point where they appear to be totally obsolete today. This feeling is accentuated by the health crisis we are currently experiencing throughout the world, that of the coronavirus, which is further shaking our certainties.
Moreover, society is changing ever faster and the once obvious and balanced "synchronisation" between the city and its population now seems obsolete. This was again the subject of the Algiers Meeting that we organized with architects, town planners and international experts to discuss the need to move towards a new urbanism. We entitled the event : Towards a (New) Disruptive Urbanism? - (Disruptive: a term borrowed from the world of technology, to be understood here in the sense of Urbanism of rupture).

Il ne s’agit plus d’imaginer ou de concevoir la ville selon un plan urbain figé, sur le long terme, mais bel et bien de donner la capacité à la ville de demain de pouvoir s’adapter quasiment « en temps réel » aux situations auxquelles elle devra être de plus en plus confrontée afin de retrouver rapidement et en toutes situations cette concordance entre une population toujours plus dynamique et son développement spatial, tout en intégrant les facteurs externes dus entre autres, comme déjà évoqué, à l’afflux grandissant des populations vers les villes, au réchauffement climatique, au risque épidémique, aux soulèvements populaires, aux accidents industriels, …etc. 
It is no longer a question of imagining or designing the city according to a fixed, long-term urban plan, but rather of giving the city of tomorrow the capacity to adapt almost "in real time" to the situations it will increasingly have to face in order to quickly find in all situations this concordance between an ever more dynamic population and its spatial development, while taking into account external factors such as, as already mentioned, the growing influx of people into cities, global warming, the risk of epidemics, popular uprisings, industrial accidents, etc.

En somme, la ville du futur pour subsister devra être une ville résiliente, flexible, autonome et intelligente. Intelligente, non pas en termes de Smart-City uniquement (terme à la mode) car n’intégrant pas assez à notre sens tous les facteurs endogènes et exogènes de l’évolution de celle-ci.
In short, the city of the future to survive will have to be a resilient, flexible, autonomous and intelligent city. Intelligent, not only in terms of the Smart-City (a buzzword), as it does not sufficiently integrate all the endogenous and exogenous factors of its evolution.

Nous ne croyons pas plus en la ville dite méditerranéenne qu’en la ville « nord-américaine » dans la mesure où la seconde est une émanation logique et historique de la première.
We do not believe in the so-called Mediterranean city any more than we do in the "North American" city insofar as the latter is a logical and historical emanation of the former.

Jeu d’esprit : Le plan hippodaméen, en damier, de la Rome antique (que nous retrouverons par la suite un peu partout dans le monde) superposé au relief et à la typologie unique de la Casbah d’ Alger du XVIIe siècle nous évoque étrangement le San Francisco actuel et son incroyable trame orthogonale apposée paradoxalement à ces collines surplombant la baie et le l’océan pacifique, créant ainsi des séquences urbaines uniques dans une lumière et un climat méditerranéens.
Ces trois exemples de villes, aussi différentes soient-elles, portent en elles des similitudes. Elles ont été à l’avant-garde à chaque fois en leurs temps.
Mind game: The hippodamean plan, in checkerboard pattern, of ancient Rome (which we will later find all over the world) superimposed on the relief and the unique typology of the Kasbah of Algiers of the 17th century strangely evokes the present San Francisco and its incredible orthogonal grid paradoxically affixed to these hills overlooking the bay and the Pacific Ocean, creating unique urban sequences in a Mediterranean light and climate.
These three examples of cities, as different as they are, bear similarities. They have always been at the forefront of their times.

Metropolis de Fritz Lang est un bel exemple d’interprétation de la mégapole dans une société dystopique où l’on imaginait dès 1927 ce que pourrait advenir de la ville dans ses composantes sociales un siècle plus tard. Le Plan Obus imaginé par Le Corbusier pour Alger à la même période (début des années trente) n’est pas en reste. Une vision cette fois-ci utopique dans l’interprétation de l’urbanisme à grande échelle. Dans Blade Runner de Ridley Scott on nous promettait pour 2019 des voitures volantes dans une ambiance cyberpunk et oppressante d’un Los Angeles futuriste et sombre.
Fritz Lang's Metropolis is a fine example of the interpretation of the megalopolis in a dystopian society where, as early as 1927, we imagined what could happen to the city in its social components a century later. Le Corbusier's "Plan Obus" for Algiers at the same period (early 1930s) is not to be outdone. A vision this time utopian in the interpretation of urban planning on a large scale. In Ridley Scott's Blade Runner, we were promised flying cars for 2019 in a cyberpunk and oppressive atmosphere of a dark and futuristic Los Angeles.

Toutes ces expériences vécues dans la littérature, le cinéma ou l’art en général, en plus de nos voyages à travers le monde, nous ont certainement nourris et façonnés. Nous estimons que nous avons la chance d’hériter d’un patrimoine inestimable aujourd’hui mais ceci nous encourage activement à imaginer et à produire, à notre tour, le patrimoine de demain. Une expérience et réflexion que nous avions menées avec le projet Algiers20xx en projetant une matrice urbaine inédite au cœur de la baie d’Alger tout en transformant cette dernière en un territoire à part entière, dynamique et vecteur de développement du futur Alger.
L’émergence du (et de) New Dzair, à l’est de la baie, constituera naturellement le nouveau centre du grand Alger, la plaque tournante qui assurera la jonction avec l’ancien à travers des liaisons nouvelles. New Dzair constituera entre autres un laboratoire urbain où seront expérimentés la (sur)densification urbaine, la mixité sociale, l’agriculture en hauteur, la fin-tech, les transports en commun innovants, les campus et centre hospitalo-universitaires connectés et indexés à la nouvelle matrice urbaine.
All these experiences in literature, cinema or art in general, in addition to our travels around the world, have certainly nourished and shaped us. We feel that we are fortunate to inherit an invaluable heritage today, but this actively encourages us to imagine and produce, in turn, the heritage of tomorrow. An experience and reflection that we had carried out with the Algiers20xx project by projecting an unprecedented urban matrix in the heart of the Bay of Algiers while transforming the latter into a territory in its own right, dynamic and a vector of development for the future Algiers.
The emergence of the (and) New Dzair, to the east of the bay, will naturally constitute the new centre of Greater Algiers, the hub that will ensure the connection with the old one through new links. New Dzair will constitute, among other things, an urban laboratory where urban (over)densification, social mixing, high-rise agriculture, fine-tech, innovative public transport, campuses and university hospitals connected and indexed to the new urban matrix will be experimented.

Nous, architectes & urbanistes, devrons définitivement et radicalement repenser notre métier.
We, architects & urban planners, will have to definitively and radically rethink our profession.

Nous pensons notamment à la notion d’espace de bureau qui sera de fait caduque car la manière même de travailler, en vigueur depuis un demi-siècle, sera profondément remise en cause. Ce sont ainsi des millions de mètres carrés qui pourraient alors subitement, « à la lumière » et au terme de cette pandémie, amenés à être reconvertis majoritairement en logements mais aussi en espaces de loisirs et de sports, entre autres, voire en lieux recevant de l’agriculture urbaine. Le télétravail prendra ainsi une place prédominante dans les emplois de demain.
We are thinking in particular of the notion of office space, which will be obsolete because the very way of working, which has been in force for half a century, will be profoundly challenged. Millions of square meters of office space could then suddenly, "in the light" and at the end of this pandemic, be reconverted mainly into residential accommodation but also into leisure and sports areas, among others, or even into places that are used for urban agriculture. Teleworking will thus take a predominant place in the jobs of tomorrow.

Ce sera probablement l’une des conséquences majeures que notre discipline, avec d’autres, devra intégrer et anticiper durant cette période de l’après-Covid-19.
This will probably be one of the major consequences that our discipline, along with others, will have to integrate and anticipate during this post-Covid-19 period.

L’occupation des territoires hors agglomérations urbaines et l’étalement sur les campagnes ne fera à notre avis plus sens au vu des dernières statistiques et analyses publiées sur le sujet qui prédisent, bien au contraire, et c’est déjà le cas, un retour massif vers les grands centres urbains.
In our opinion, the occupation of territories outside urban agglomerations and the spreading out over the countryside will no longer make sense in the light of the latest statistics and analyses published on the subject, which predict, quite the contrary, and this is already the case, a massive return to the major urban centers.

Ce que nous préconisons c’est d’aller davantage vers la (re)densification intelligente des zones urbaines existantes à chaque fois que cela est possible et nécessaire afin de préserver toujours plus les territoires ruraux et extra urbains en proie toujours à l’urbanisation.
What we are advocating is to move further towards intelligent (re)densification of existing urban areas wherever possible and necessary in order to preserve more and more rural and extra-urban areas still suffering from urbanization.

On pourrait aussi parfaitement imaginer pouvoir isoler et compartimenter un quartier, une ville ou une grande métropole en privilégiant la conception de clusters spatialement, socialement et économiquement autonomes mais interconnectés les uns aux autres. En cas de crise, on pourrait facilement isoler tout un quartier sans en perturber le fonctionnement, ni celui des autres.
We could also perfectly imagine being able to isolate and compartmentalize an entire district, a city or a large metropolis by favoring the design of spatially, socially and economically autonomous clusters but interconnected to each other. In the event of a crisis, we could easily isolate an entire neighborhood without disrupting its functioning, nor that of others.

Enfin, nous encourageons la création d’espaces flexibles, organiques, dans tous les sens du terme, dans la fonction comme dans le volume, par exemple en encourageant les édifices de très grande hauteur capables de recevoir toutes sortes d’activités (en commençant par les sous-sols) : -circulation souterraine, -parkings, -locaux techniques, -unités de recyclage, -espaces commerciaux, -bureaux partagés, -agriculture urbaine, -logements et hôtels, -espaces de sports et de loisirs, -production d’énergie locale, -stations de taxi-volant,...
Finally, we encourage the design of flexible, organic spaces, in all senses of the word, in function as well as in volume, for example by promoting very tall buildings capable of accommodating all kinds of activities (starting with basements): -underground circulation, -car parks, -technical premises, -recycling units, -commercial spaces, -shared offices, -urban agriculture, -housing and hotels, -sports and leisure areas, -local energy production, -flying-taxi stations,...

Ces ensembles organiques interconnectés les uns aux autres dans une matrice urbaine pourront littéralement s’« auto-reproduire » et évoluer, en hauteur comme en largeur, suivant des trames prédéfinies imprimées sur site en 3D en fonction des besoins et nécessités de la communauté urbaine.
These organic complexes interconnected to each other in an urban matrix will be able to literally "self-reproduce" and evolve, in height and width, following predefined grids printed on site in 3D according to the needs and requirements of the urban community.

Parenthèse : On pourrait dans ce cas précis, pousser la réflexion sur la petite comme la grande échelle urbaine, en nous inspirant du Blob (nom scientifique : Physarum polycephalum). On pourrait étudier les comportements étonnants de cet organisme surprenant capable de prendre diverses formes, de se démultiplier, et doté de capacités d'apprentissage bien que n'ayant pas de cerveau.
Parenthesis: In this specific case, we could in this case, push the reflection on the small as well as the large urban scale, inspired by the Blob (scientific name: Physarum polycephalum). We could study the astonishing behaviours of this surprising organism, capable of taking various forms, multiplying, and endowed with learning abilities even though it has no brain.

Oui, le changement de paradigme sera pour nous total et touchera bien d’autres aspects de la ville, bien d’autres aspects de notre vie quotidienne.
Yes, the paradigm shift will be total for us and will reach many other aspects of the city, many other aspects of our daily life.

Imaginez la ville du futur, New Dzair, faisant face à celle du passé, la Casbah, dans un dialogue harmonieux.

Imaginez la mer comme territoire urbain à part entière, parsemé d’îles flottantes, assurant la jonction entre les deux façades d’Alger pour ne faire qu’un.
